Dry hair help in Arizona!?

I'm at the end of my rope with my hair. Two weeks ago I went to a water park which I'm sure had heavily chlorinated water. Then about a week ago, I got highlights. Since the water park incident and the highlights, my hair has hardly any curl, is much much much drier than normal and feels like straw. It also doesn't take to well to my mousse anymore and I end up with straight-ish, crunchy hair. Plus, I live in Arizona where it's ridiculously dry and has hard water (even with a water softener at my house.) Can someone please help? I'm about to cut all my hair off! I normally have dry hair but this is way beyond the norm.
